We, the People of African Descent (PAD) who gathered for the PAD-Week on the 28-30 November 2019 in Berlin,

Recalling the resilience, commitment and sacrifice of all our ancestors, – those who have remained
unknown and those whose names have been remembered by History,
Recalling also the memory of all the people of African Descent who lost their life, hope and dignity
and were deprived of their physical and mental integrity on their way to Europe,
Recalling further the historic movement of mobilization of skills and competences and solidarity
that made the Durban Declaration and Programme of Action (DDPA) possible,
Express our deepest thanks to all organisations that have participated in the making of the PADWeek, and previous events, i.a. the World Conference against racism, racial discrimination,
xenophobia and related intolerance (WCAR, Durban, Republic of South Africa, 2001) the UN
Review conference, the UN Year for the People of African Descent (PAD) and follow-up up leading
to the UN Decade for People of African Descent (UN Resolutions 68/237),
Emphasizing the necessity for the UN member States, including the Federal Republic of Germany,
to fulfil their obligations and fully implement The Durban Declaration and Programme of Action
(DDPA) and the UN Decade for People of African Descent (UN Resolution 69/16),
Alarmed by the fact that the UN Members States, including the Federal Republic of Germany have
to their overall majority failed to implement the Durban Declaration and Programme of Action
(DDPA) with the exception of few limited areas,
Underling the necessity to clarify the chains of events and responsibilities leading to the death of
every member of the community of People of African Descent who was murdered or loss their
lives under unclear circumstances, especially in the hands of law enforcement authorities, and to
eliminate all forms of institutional racism i.a. in the education, political, health, economic, Justice
and administration systems and the media,
Call upon all States and nations and organisations, the federal and the 16 German Federal States
as well as the local authorities to take effective measures so as to ensure the fully and thoroughly
implementation of the Durban Declaration and Programme of Action (DDPA),
Urges them to act in every area of political, economic and cultural life in such a way as to ensure
full implementation of DDPA and allocate funds to that aim to initiatives and organisations of
People of African Descent with due respect to gender equality and justice, inclusion,
intersectionality,
Call upon the United Nations Organisation and its Member States to uphold the level of
commitment, and speed up the full implementation of the Decade for People of African Descent,
including the Durban Declaration and Programme of Action (DDPA),
Taking note with appreciation of the increased use by the United Nations of a specific term –
Afriphobia/Afrophobia – to name the specific, multiform racism against People of African Descent,
Calls upon the United Nations Organisation to set up a Permanent Forum for People of African
Descent,
And finally requests that the United Nations Organisation shall solemnly commemorate the 20th
anniversary of the Durban Declaration and Programme of Action (DDPA) at the High Level
Meeting of the General Assembly in September 2021.
